The Smithsonian Institution coordinated the Reunion. They used their LTR
PassPort system (see above) for operations. Production Radio Rentals
licensed (WQAD337) four repeaters (25 watts ERP) for the Dedication under a
Special Temporary Authorization (STA). The license authorizes 250 4 watt
portables on each repeater channel. The repeater output frequencies are
451.1625, 451.2625, 451.4625, and 451.8125. Traffic Management (TMS)
coordinated bus, car, and pedestrian traffic, probably using rented radios.
Bearcom provided some of the rented radios. Park Police, who probably had
primary jurisdiction over the Dedication, used their channels (see Federal
section above). Capitol Police used their channels (see Federal section
above).
DC Fire, who coordinated medical response for the Dedication, used several
talkgroups on their trunked system. On Special Events 1 (talkgroup 2096),
"Medical Branch" and "Divison 1" were monitored. On Special Events 2
(talkgroup 2112), units talked about receiving faxes. On Special Events 3
(talkgroup 2128), "RFK branch" was monitored. On the Emergency talkgroup
(2576), units talked about locations of medical emergencies and "North Command
to Medical Branch" was monitored. DC Emergency Management Agency (EMA)
used their Channel 1 (talkgroup 35536). On talkgroup 34448, "shuttling
doctors" and "scooter patrol" were monitored.

37648 and 37680 are Military District of Washington (MDW) Ceremonies talkgroups.
38064 is another MDW talkgroup; discussions of locating ceremonial soldiers who
had lost their way were monitored. DC Fire/EMS used Special Events
Channels 1-3 (see above). A user talking about traffic lights and street
closures was on talkgroup 34576; suspect this user was District Department of
Transportation (DDOT). Metropolitan Police used the Special Operations
talkgroup (16656); most of the traffic was about street closures.
Talkgroup 37936 from the Defense Department trunked system was active on Friday
with reports on the progress of the motorcade. 38064 was active with talk
about buses; suspect these were buses used by MDW to transport officials.
37104 was active; unknown use. 38000 was active with callsigns Cathedral 1
and Guardian 3; discussions of arrivals at the Cathedral were monitored.
Also, discussions of Senate buses were monitored on this talkgroup. A few
VHF federal frequencies were noted in use. 162.3125 had Project 25 digital
traffic. 164.5500 and 165.3750 had DES encryption traffic.
Talkgroups 18288 and 21360 from the Metropolitan Police trunked system were
active; 21360 had Motor 4 on it. Washington National Cathedral's
frequencies were active (see above).
